OK i know this seems obvious but what exactly does this indicator "change fuel filter" mean? One would assume that the filter is plugged or restricted and is pushing pressure "high" but it appears that changing the filter does nothing.
Do it simply mean the pressure is to high or to low and not in specification?
What have others done to resolve the issue?

Pretty common in heavy equipment. No idea if that sort of thing has made its way into trucks. I try and avoid all trucks that aren't mine lol.

that indicator means there is a fuel pressure drop in the truck, this is the way truck is programmed to give you change fuel filter light, possible filters getting plugged also low pressure in the fuel system, possible sucking air somewhere also possible injector problem. so in laymans terms something is going on with you fuel system, this is all the truck is trying to let you know.

I had a similar problem just yesterday. Check fuel filter light came on, pulled over and checked whatever I can noticed nothing out of the ordinary but moments later my truck started to sputter and another check light came on for the after treatment shut off valve.
Had it towed to a shop and they found my drivers side fuel tank has plenty of diesel but the passenger side was empty. Turns out the breather hose on my passenger side fuel tank was clogged and the diesel wouldn’t return back to the tank. Might be worth a look. -
