    I'd agree with all of that. Sadly the fistful bit is a dream though.
    Still , what sort of person needs to be prevented by legal statute? Seriously, I don't know how things work over there but it seems pretty weird to me.

    Maybe this particular facility had a confrontation between two men, one who took the conversation inappropriately. A visitor and a company employee, maybe.
    Now days, there is a lawyer for anything.
