Yes unless you are a household goods mover. Proof of cargo insurance is not a FMCSA requirement for operating authority as an interstate motor carrier. You must have public liability on file (form MCS-90) and unless you are hauling low value commodities no one will load you without cargo. Some states require proof of cargo insurance to have intrastate operating authority unless hauling certain low value commodities so dropping cargo may cause you to lose intrastate rights in some states.
