    How many will take back roads to circumvent this. The tunnel floods though, and has to be bypassed some in planned route changes.

    To go around, it takes a pretty long detour. The real question is, how much is the toll and how does it compare to the cost to go out of route to avoid it.
    As states struggle to rebuild roads and bridges, we will see more tolling to produce the revenue to do the job.
