    Here's a quick reference in the area i live....
    "The following components are thoroughly inspected to check that they comply with the National Safety Standard and applicable legislation:

    • power train
    • suspension hydraulic brake system
    • brakes
    • steering
    • instruments and auxiliary equipment
    • lamps
    • electrical system
    • body
    • tires and wheels
    • couplers and hitches"

    Most won't even check the heater, a union Carrier would take the A C out of new trucks so every body was the same. Arm buster A C always works, never needs maintaince

    Auxillary equipment is pretty vague. By that definition you could be driving a dump truck with a disconnected PTO and be in violation.

    You can split hairs if you wish but it does say "and controls in all operating modes and positions"...failure criteria is "inop at any setting"

    As i said, perhaps not in your area but in mine you could get tagged for it depending on who does the inspection and how they interpret it.

    A/C operation has no effect on the "reject" criteria you posted. If it blows heated air out in all positions then how can it be rejected?
