Is It true that most freight brokers will only deal with certain insurance companies according to their rating?

A few, but not a big problem. There are so many brokers its not really a problem.

If my mom is listed as the primary on a commercial insurance policy and I be listed as a driver will I be able to get approved for my authority ?

No. An authority is permission to operate interstate and it is a commercial venture.

insurance has to be in the name of the authority or owner, it is complex for a reason.
