Getting access to bolts.

    Judging by the shadow from the sun the swivel should work on 4 of them . The other two are tighter and hard to tell.

    I would normally just take stuff off like that with hand wrenches, like the breaker bar. If they are seized or stripped I would be right on the torch.
    If you showed up at my place and asked: How many 20 dollar bills it would cost to cut the heads off those bolts and not get into anything else it would be one. You would be gone in 5 minutes. If plastic air lines and such are a concern it would be more.

    take a grinder and cut a notch in the ramp if your pitching them

    That’s not going to cut those bolts. It may help a little with breaking them free.
    You need oxygen/acetylene for cutting.

    That torch will barely heat things up

    Attached, smallest torch that ll do anything. And its not going to cut anything either

    I just left Lowe’s and harbor freight. Neither of them had one. Harbor had the top that you screw on like the butane torches but that’s it
