It's also pretty impractical. Guy lives in WI, can he drive in Indiana? It's not a "neighboring state" as it doesn't share a border.
I've said it before, and I'll say it again - tighten up the CDL test: no mulitple guess tests, real world backing scenarios, and cut the points on the road test in half. That will weed out undesirables more than an arbitrary age/geography limit.

It's even easier than that. Let the feds fine the state that gives a CDL to someone that doesn't speak English. Somewhere in the multi million dollar range per offense.

I'd settle for revoking the credentials of any cdl examiner who passes someone who can't pass our road test.

that will never happen (the fines), however what should happen is the feds ought to punish the state(s) by with holding federal monies for highway funds.
