low power no boost

hi everyone got a maxforce 11 2012 dump truck. problem is low power no boost.new egr vavle new air to air new hp turbo.the most i can get is about 2 psi of boost with load on it.starts perfect .check actuator on waste gate operates smoothly new air filters .any idea s thanks

Sounds like somethings clogged uphill or downhill. Check your exhaust side or air to air for rags or clogged dpf/muffler.

^^ what he said. Also sometimes the wastegate in the HP turbo housing will not close fully. Make sure your exhaust back pressure valve is moving and not stuck closed, same with your engine throttle valve.
