What’s 12.7 max boost psi.

I was pulling a dry van 32k pounds and my truck felt like load was 50k. Put a computer on truck and seen boost psi is max 20 psi that’s with foot to the floor. Is that to low for a 12.7. And computer said hp is only 430 when tag on engine says 470. I’m thinking company had truck turned down but I’m not sure. Any help will be greatly appreciated.

You need to put a mechanical gauge on to verify. I have a Cat that only shows 22psi on the ecm,but the mechanical 34-36psi.
