    You've been shown the definition of safe haven. It has nothing to do with HOS, and everything to do with hazmat (explosives). The fact you refuse to read the legal definition is what makes you willfully ignorant and nothing else.

    Just an aside before I make my reply. I really have not been in all that good a mood lately for reasons that shall stay private, but it is health-related. So what I do when something causes me stress is back away for a time. I did this with regard to this subject! Now-----

    As I have tried to say several times I am NOT a stickler to the rules and regulations especially when it comes to a term. In all honesty, I don't give a rats patoot what anyone calls a rest spot regardless of how you got there. To me, that is not the most important thing. If you want to call that place you park the Taj Mahal then you can do just that! My ONLY concern is to the new drivers. It's already hard enough as it is swimming through all the BS laid out by the FMCSA and the carriers. When a new driver asks a question they need to be given correct information AND if you are giving an opinion make sure you include this as a part of that comment.

    "safe haven" is a term with a specific meaning, but I admit depending on different situations I can see where the term could also be used to mean something similar. I still stand by my statements to it's "correct" use as I think so does @Ridgeline and @ZVar. Lastly, life is way too short for all the name-calling, etc. Personally, I don't care what you call me, just PLEASE don't call me late for dinner!

    I have been giving some thought to what really is a "safe haven" and noticed some interesting things in the part 397.5 guidance about it.

    First, this chart is 5 years old. It has been YEARS since I last hauled hazmat and I never hauled Division 1.1, 1.2, or 1.3 materials I can't address the accuracy of it. CHART What I have taken notice of is according to that chart as of when it was created there were only six "safe havens" nationwide. Then I looked deeper into the guidance section 397.5 and seen this late last night.

    Question 5: Section 397.5(d)(3) describes a safe haven as "* * * an area specifically approved in writing by local, State, or Federal governmental authorities for the parking of unattended vehicles containing Division 1.1, 1.2, or 1.3 materials." Do guidelines exist for establishing approval criteria for safe havens? Is there a national list of approved safe havens available to the public?

    Guidance: The FHWA believes the safe haven concept is becoming increasingly obsolete due to readily available alternatives for providing "attendance at all times" for vehicles laden with explosives. The FHWA is aware of two documents that may be used as resources for establishing approval criteria for safe havens. The first document, Construction and Maintenance Procedure Recommendations for Proposed Federal Guidelines of Safe Havens for Vehicles Carrying Class A or Class B Explosives (1985), contains design, construction, and maintenance guidelines. The second document, Recommended National Criteria for the Establishment and Operation of Safe Havens (1990), contains recommended national uniform criteria for approval of safe havens and an inventory of all State-approved safe havens in existence at the time of the report. These two documents may be used both as resources for establishing guidelines for safe haven design and construction, and as source documents for finding other materials that may be used toward the same purpose. These two documents are available to the public through the U.S. Department of Commerce, National Technical Information Service (NTIS), Springfield, Virginia 22161 (phone: (703) 487-4650). The NTIS publications database is also accessible on the internet’s world wide web at http://www.fedworld.gov/ntis.

    I have no idea how old this is! I do know it has been a while since I last used the fedworld website and I do know the NTIS has its own website today.

    I can't find either of these documents online today. What I think the Federal DOT is doing is loosening up on this a bit because of modern technology provided minimum requirements of security are followed. Let's not forget "safe havens" are for allowing a driver of a vehicle laden with Division 1.1, 1.2, or 1.3 materials to leave it.
