I just tried mine. Hitting brakes won’t shut off high idle. Nor does hitting clutch while parked. Only releasing parking brake. Same as yours. That’s working correctly, far as I know. Hitting either will disengage cruise when set.
No cruise control

OK so that's eliminated lol I guess it's to see if I have a 2nd sensor

Did we ever find out what is wrong with the cruise control I have a 9400 international that's acting the same way I have high idle jake brakes work just no cruise control I already replaced the air switch for the brake and cruise control on the firewall and still no luck I have a brand new clutch switch coming too but I assume it works considering it comes off with a jake brakes.

I've eliminated most every possibility besides the speed sensors on the transmission and rear ends. That's the best answer I can give youRideandrepair Thanks this.

I’d say the speed sensor. That was my problem on a Freightliner 12.7 13 speed. Went a couple years without cruise. Didn’t know I had a 2nd speed sensor, till I noticed it one day. Had replaced the other one, a couple yrs earlier, fixed the speedometer. Odometer never did work again, till I replaced the speedometer. I was surprised it has a 2nd sensor. Last Truck had the same specs. Replaced speed sensor a couple times on it, never knew about a 2nd sensor on it. Must have had one also, just never went bad.

I'm having similar problems with my new to me 2000 9400 International with a 12.7. No cruise, no high idle, Jake's work fine. I have no power coming into the on/off switch. I do not see a fuse for it. This truck was probably flood damaged. I'm currently rebuilding the rear. Rusty frame, new airbags, brakes wheel seals etc. The wheel sensors are shot. Are they a part of the cruise system?

Thank you for your reply. I purchased a manual, so I hope to have good diagrams to follow and sort this out.

Good luck. Everything I know of has been mentioned already. Maybe a loose socket for a fuse or circuit breaker. I’ve had to twist a blade on a circuit breaker once, so it makes contact. Might be a bad air switch. Maybe International has a separate air switch? A trip to Dealer with vin. Maybe get a generic diagram off their computer.

Check the pins on the plug to the ecm..
My 2000 detroit did that... cruise wouldn't turn on.... bad pin on the plug to the ecm (from clutch switch)
2 weeks cruise wouldn't disengage (bad pin fron the brake switch)
3 weekd later the accelerator stopped working... guess what.... bad pin from the throttle position sensor...
If you Suspect water/flood damage pull the plug to the ecm and check and CLEAN all the pins. If water got into the plug it will be a nightmare as 1 at a time things stop working.... yes they make a tool to pup the pin (and wire) out of the plug and yes you can buy just the pin to replace a bad oneRideandrepair Thanks this.
