If you're smelling it burn rich and you're seeing the fuel trim at +99% I don't think you'd be looking at a vacuum leak. My guess is a sensor is telling the ECM its running lean and its dumping more fuel in to try and balance out the false lean.

I’ve forgotten the exact number now but yes he did. I refused to floor it like he insisted. He was supposed to abort the test and charge me with not having the engine governed.

 

Link to the old thread....way back in 2015. Interesting to note the smoke opacity limit Was 55% then and now it’s 40%. They won’t be happy until all the old iron is gone.

3406 B failed emissions in NY

 

Last year I followed this guy in a older Pete for probably 30 miles on the thruway. Either his turbo was going or he had a major boost leak but he was trailing smoke pretty good. I was waiting for him to get pulled over
