If you do find it, I’d certainly and sincerely like to see it. I do watch a lot of Apple oriented video content, reviews, comparisons and have never heard of such an issue. I mean it’s the same chip, same memory, etc. can’t imagine storage size creating a difference.
Just to clarify as tone doesn’t convey via text that I’m not saying you are wrong or misleading… just expressing what I’ve seen so far and that id honestly like to watch what they are testing and saying.

And back to the OP, if budget is a concern, Apple often has Certified Refurbished units for sale on their website too. Can shave off more than a few bucks going that route and it has a like new warranty and extended warranty options available too. Either save cash up front or maybe get the extended warranty for free as compared to new box model.

I’ve got both and the settings are so incredibly alike now. IOS steals ideas from Android and they do the same to IOS. Only real advantage is if someone had some old movies on a hard drive of any particular format you could put them on the Android and watch them on VLC or something like that. IOS is incredibly format picky.

I will say however I have started to be impressed with the high-end Samsung devices. The thing is you buy "cheap" and "cheap" is going to be what you get! -
In a previous comment, I brought up the screwdriver conundrum! Yes, you can go buy "cheap" screwdrivers all day long in racks in places like truck stops and dollar stores. I saw a package of about 10 such screwdrivers several weeks ago for about $8. The thing is you buy these tools and you are guaranteed to be buying screwdrivers into perpetuity, costing you many times what a good screwdriver sold by Craftsmen or Snapon would cost!
This is what I mean about "affording" something! Sometimes you really can't afford to buy "cheap". This is also why "impulse" buying is not really all that smart in the long run. There are thousands of videos on the internet where people review electronic devices. My opinion is you should make your mind up on what you really need! For example, a while back I could have got my hands on an iPhone 7 with 32GB of internal storage and showing 98% battery health. The man only wanted $60 for the device. I declined to buy it because 32GB is far too small for my needs. Today I am using an Apple Factory replacement iPhone8 64GB storage and only have just under $300 in it. I suspect I will retire this phone in 4 or 5 years and it will still work and will work for many years if I so needed it to do so.
Words like budget, affording, and life can get scrambled! Just know that in a lot of situations that device you thought was a good buy in fact will cost you dearly in the long run. I have been down that road and I have seen this dynamic in real life! Affording something is like determining what "cold" is! How do you express cold? -
I have a three year old Ipad Pro 10.5 and it has acquired quite the bend in it now. And it is losing touch sensitivity. It could be the constant vibration from my Frieght Shaker Cascumcadia.....I bought a sim card and data plan for it as I found it to be much faster than using the wifi off of my iphone. YMMV.

With one company I used an Asus Zen Pad for an ELD. They no longer make them, but it was inexpensive. Any tablet on the market will do what he needs to do. No need to overspend of it aint necessary.
