PTO RPM Fluctuations

    Looking for some thoughts on whether this is normal or not.
    While running PTO at idle to blow off cement powder from a pneumatic tanker, my truck’s RPM fluctuates 10-15 rpm every 10 or so seconds. It both increases or decreases 10+ RPM from its setting of 1050rpm for a blip then settles back at 1050.
    It is obviously very slight, but you can notice the surging. I don’t believe my previous truck and blower did this

    Does it do the same without the PTO kicked in? Do something to load the engine some more, such as, engine fan on, A/C on, or turn the steering wheel to one side and hold it there.

    What truck and engine?
