Yeah, the 203P can handle a legal 4W transmission, but many highly experienced folks have indicated that the amp runs hotter at that level. The 203P seems to be cooler and happier at between 1 and 2 watts and can live a long and fruitful life on that diet.
I'm sure that 4W is OK. It's just that sometimes, less is more.

40 miles non skip is about right and can be done with 400W or so. Above that distance and using vehicle mounted vertical antennas, adding power has only the effect of increasing rf level at the far end, not increasing distance.

My 955 has no amp and i have reached that far....I know of a number of radios that do 40 mi + with no amp..
3 radios there with no 400 watt amp pushin it.. -
It seems the CB manufactures are a little threatened by the GMRS products on the market.. I suspect that's why they pushed for FM on 27 MHz.. Just a hunch
