Good point. If he used the wires from one of those truck stop kits they’re probably not heavy enough for high wattage loads.

Might be the inverter itself needs replacing.
Outlets not working is a sign of this. Arcing at the ground could mean the negative connection to the batteries is faulty, or it's being caused by the inverter itself shorting because it's failing. This shorting could also explain why it's saying low voltage even when the truck is running.
At the very least, have you checked all the cables and made sure there where no holes rubbed in them from vibration, such as where they exit the cab to go to your batteries, and made sure they were tightly attached to the batteries AND to the inverter?Batman13 Thanks this. -
