Drive gear meshes and runs all the time. Has to have clearance just like a manual. The newer ones have a clutch pack applied by pressure from the transmission. That is controlled by a solenoid and an electric switch on the dash. They are expensive.. I thank directions come with the PTO.
Older ones are manual cable shift.
Should be information from Muncie and Chelsea PTO's on line.

I wish my memory was better. I put one on a 3000 in a 4700, it only works in neutral. Check and see if you are getting power on 43 or if it's completing the ground when in neutral. I have a switch on the dash and I think it needs a ground from the tcm.

Is the PTO activated by the factory dash switches?
Is the solenoid that controls the PTO on the PTO or separate? -
On mine we needed to add a switch. Our solenoid is on the pto. I forget where we got our information it was years ago. I would go ask the dealer. Our local dealer has always been really helpful with stuff like this.

Is the solenoid getting power with the switch on?

I would have to check but I believe so. I can go look at it later today and send you more information.

Is there power at the exposed terminals at the solenoid with the PTO switch on?
