    It is their way to control the speed. I don't know but hey ######## why don't you just write tickets then we wouldn't have to chain for no reason. I mean I just love watching the sparks fly on the dry pavement

    It also stops the CHiP management from having to call out officers and pay overtime for them to do speed control rolling road blocks.

    Also if they did those rolling breaks the motoring public would be miffed at them, with the trucks on chains the public is miffed at the trucks.

    Hard to see the trucks on chains as not a win for the CHiP.

    Here is another brain twister. Infinite wisdom of CalTrans. Last night and again today not one snow plow above the snowline. But soon as you get below the snowline on either side of Donner there are PLENTY of plows working pushing water around. Hello WTF. Guess they are worried about getting run into?
