If they dont hire out of school and I decide to haul tankers when I decide to go to trucking school, I'll probably just look at either Schneider tanker or foodliner...

Go to school. Get a job locally pulling tankers. You’ll get paid more and be able to be home every night, unless you want to hit over the road. Plenty regional work as well.

I would like to haul food grade bulk (pneumatic) or regular tanks (preferably bulk) regional... Is foodliner a company that hires out of school?

If you're interested in hauling haz/non-haz chemicals, there's also Heniff that'll hire recent graduates from approved schools unless they changed things since the merger with Superior. I was pretty much guaranteed a spot straight out of school with them when I was 23, but I ran into some issues getting my CDL. @wsyrob is the guy to ask for info on Superior/Heniff iirc
