Unfortunately, they authorities have 6 months to catch these kinds of infractions. And it is being done in a very efficient way.
All the auditing agency(FMCSA usually) has to do is send an email request to any company operating under a DOT number and ask for all electronic HOS records for the last 6 months. They then feed that data through their logarithms and determine how much abuse of things like PC time is taking place, determine a fine, and threaten to suspend their authority if they don't show they have stopped the practice within an agreed on period of time.
It can all be done in less than 24 hours, no physical contact, no office, all done from remote locations (home)
Waiting to get caught at a scale and have an officer manually go through your ELD is not the way it is done now.

From what I understand, the term "Safe Haven" has a specific meaning with Hazmat stuff and using it in the context you mean, is not appropriate. I used to use that term too until it was pointed out to me it was improper in this context.
All that said, I understand the dilemma and as best I understand it's on of those gray areas that don't seem to have an official right or wrong answer to it. More than once I've burned up my 14 because the place took too long and have used PC, with the comment, Safe Parking, to get somewhere else after leaving the place. However, getting from the staging area to the dock when you've been excessively delayed just to get a dock, I don't think I ever heard what I thought was the right choice. Options are basically Yard Move or PC. It seems neither is wrong or right. So, just do one or the other and explain in the comment and hope it works out. It's definitely one of those situations where a driver is put between a rock and hard place trying to be legal.
And, I'll add one caveat, I don't show up to a place unless I have enough time on my 14 to be able to get loaded or unloaded, which is supposed to be 2 hours or less, and then enough to get from there to a safe place to park. I ensure I have done the right thing and planned that I shouldn't have to PC for safe parking and it's on the place for taking too long. If you show up without enough time on your 14 to get taken care of in the time frame they should, and then get to someplace safe, I tend to think you won't get much sympathy should Mr. DOT look at your time. Using the PC option to get to a safe place is supposed to be used to cover things outside a driver's control. Not something you plan on using because it is there.
