Moving to the dock he could idle roll over to the dock and not trigger the clock…I don’t know what his issue is with that..but fmsca definitely allowed the pc to get to the nearest safe parking area though.

I maybe wrong. But the whole idea of going slowly enough not to trigger the logging device I thought was no longer possible.
With the old AOBR (Automatic on board Recorders), now no longer permitted, the various companies could set that variable, distance, speed.
But I thought the new ELD * or converted AOBR's no longer allow that parameter to be set by the user, and the FMCSA only allows one or 2 wheel turns to trigger a change of duty. And if it goes to driving, it cannot be edited out by anyone. (except very clever Russians
)
I seek the latest info on that, since I really don't have a dog in that fight anymore..... -
The megas allow zero movement, but the rules say under 5 mph and something like a mile and a half.

As long as you stay on private property from "where you are waiting to go to the door" you could use YM.

No it doesn't. The OP asked about using PC to go TO THE DOCK, not after he's loaded.
That being said, I've PC'ed to the dock many times. Why? Because I drove on duty to the location. That's where I go off duty. I've been places that moved me to 3 different docks before they decided to load me. I'm not going to get pinged for that. I arrived on duty. I did my job. Once on private property and being told to move around that's "customer wants CMV off property" if I can't go below 5mph or just off duty at 4mph if I can.
My logs have been audited in both companies I worked for and they were found to be clear of violations.
