I have 2013 cascadia dd13 with 714,000 miles. What does that mean, the effect on the engine, consist of and how often should this be done.

It means adjusting the valve lash to manufacturer specs. If you don't know when it was last done, do it. Should be good till 1 million.

Running the rack is a misnomer. 2 cycle Jimmies controlled the throttle with a rack gear, ala rack and pinion steering. As setting that was part of doing the overhead on them, they calledit "Running the rack" to differentiate from tuning a Cummins.

As mentioned above, no rack on anything on-road built in the last 20-25 years.

DD says first valve lash adjustment must be done after 100k, then after 500k miles. I do adjustments every 250k miles...
