Perhaps, but do you think for a second, drivers today would even know what a fuse is, for cripes sakes? "Duh, there's hole in my driveline",,,that was a good one,,drivers today can't change a light bulb, not that I'd trust them to, unless you're talking "fusee flares", and I couldn't begin to tell you why THOSE fell out of favor,,,

Extra fuses, part of a DOT inspection. Always had them onboard. Still do. Never been asked to show them in 30 yrs.

New York and Connecticut do care. they don't care if the truck is 100% circuit breakers, "where's your extra fuses?".
In CT it comes after an hour or better of looking for sumthin'; same state that wrote up "no windshield washer fluid'...I figured that driver got smart with the trooper. -
Most of our trucks used to have a thick plastic zippered pouch that had hole to put it in the permit binder. Had an assortment of fuses. My truck still has this and it is the first thing the DOT sees when he opens the permit book. Don't think it impresses them too much but in an inspection every little bit helps.
