Do you need tanker endorsement to haul totes full of liquid?

I haven't seen where the drive acknowledged that his totes contained more than 119 gallons... or if the total load was more than 1000 gallons. If not, he don't need a tanker endorsement.
If the above is true....
The shipper may quite possibly have been shipping these loads for 20 years without a tanker endorsement on the drivers CDL.. he wouldn't need one.
The shipper may very well have carried these loads hundreds of times without a tanker endorsement on the drivers CDL... he wouldn't need one.
We need confirmation to know what's happening here. -
I actually went back to the DMV with proof of address and took all of the tests that I needed. The one that gave me problems was the General Knowledge test. Failed that one twice and almost failed it a third time. I was almost in a panic when I started missing questions the third test. You only get three times to pass it. Total BS questions like "What is the minimum distance from airbags you can safely sit?" I put twelve inches, the answer was 10. Really? You're going to take my license away because I can't answer stupid questions like that? A lot of other vague questions that could have more than one answer also.

If it was a company truck and the dispatcher said to me”we’ve been doing this for years” I would have simply replied “cool, I’ll see you when you when you get here and show me how you move this load without a tanker endorsement.” Pretty sure he wouldn’t have taken the risk. You shouldn’t either.

I Discovered The Tanker Endorsement Requirement Doing a Local Gig Through A Driver Service in '19.
Bobtailed To Customer (few miles from base yard), Went Inside Bldg For Paperwork.
Hooked Trailer, Pre-tripped, Pulled off Dock, Stopped To Check Freight, Was Closing Doors and One Of The Folks from Inside Bldg THEN asked If I Had The Endorsement.
Me, "No, Why Would I"?
He, "Since No Endorsement, No Haul".
Me, "Thanks For The Update".
Dispatch at the trucking company was surprised.

Why in the world did you have to re-take all your other tests? I've had my cdl 20 plus years and never had to retake anything. As long as your cdl doesn't expire you shouldn't have to retake anything. Why couldn't you just add the tanker endorsement?
