It was brand new at a dealer, it had not been delivered to the customer yet. I'd assume the customer would install that stuff once they received it, at least that's how we do it.

I saw a tow bill that was over $200,000.00
Truck rolled over in mud and the tow company said they had to put a swimmer in the water and air bags inside the trailer.
Truck driver was right there and said the tow company was lying about air bags and swimmer.
