Could be he meant the COMPANIES that govern their trucks at 62MPH is the problem with the truck.

In 1995 i broke down on I-78 east in PA.when my clutch gave out.It took about
10hrs for my company to send a wrecker to tow me to a shop for repairs.While i
was waiting at least four trucks pulled over to see how i was doing since i didnt
have my CB on to answer them to let them know what my problem was.now if you
break down or are pulled over on the side of the road most drivers today wont
even move over into the hammer lane when they pass by you.Sure their were a
lot of jerks on the road back then,there always has been.The problem today is
that courtesy and respect for other people is becoming a thing of the past.This
is the brave new world of trucking,get outta my way im in a hurry,screw everybody
else on the road full speed ahead.Dosent matter if your in a construction zone or
driving thru a blizzard.Its no wonder the DOT is coming out with new driver saftey
data criteria over the next few years its just a reaction to this type of behavior.

What part of your attempt to reference a Governed Truck as being a problem for "anything" would you like me to explain ?
