It's included usually, it's an "all in" rate. Posted rates are not set in stone though. Always negotiate, especially when it's needing special requirements like haz mat, tanker, twic, or going across the border.

You must ask for your fuel sur. or you may end up giving it to the broker or co. you are getting the load from?

If a freight pimp ever tells you something is “in the rate”, that means they’ve already got it in their pocket and you’ll never see it.

Bid it all included. Add extra for detention as well because most companies low ball that as well.

Put it in yourself and bid it that way. You won't get anything you don't ask for.

Tell them you’ll run the freight for 50% off if they can get the fuel surcharge to 175%

It is generally included in the rate on the spot market (load board). Always ask for more, the worst they can say is no.

Posted rates on load boards are usually "all in" so the cost of fuel for that load is pretty much already factored into the rate. It's a matter of whether YOU think it's worth it to run that rate, you can always negotiate to get a little more. And ask about accessorial charges too, what they pay or don't pay, and how much.
