Except the PC guidance specifically calls out a safety official as the one who has to tell the driver to move.

It also doesn't say that it can't be moved during a rest period. Technically, after 7 hours, that is the conclusion of a rest period, per the split sleeper rules. Nothing in what is written says that a 10-hour break must be completed before using PC. In fact, using PC goes toward the 10-hour break, since it is an off-duty status.
