CVSA wants FMCSA to limit personal conveyance

    Wonder if in that scenario one could PC home after dropping their last load then PC back to the receiver to begin their next shift from the same spot where the previous one ended.

    Unless I am reading this wrong, and this info is straight from List of Proper Use of Personal Conveyance | FMCSA - DOT.GOV <-- the "offical rulebook"

    The following are examples of when operating a CMV is considered off-duty:
    1. Time spent traveling from a driver’s en route lodging (such as a motel or truck stop) to restaurants and entertainment facilities.

    So, under this rule, if you are doing your 10 (or part of your 10 on a split) at a shipper/receiver you ARE allowed to PC to a restaurant/entertainment venue. There is no time frame on how long you can be there. It is not listed under "things not allowed".

    2. Commuting between the driver’s terminal and his or her residence, between trailer-drop lots and the driver’s residence, and between work sites and his or her residence. In these scenarios, the commuting distance combined with the release from work and start to work times must allow the driver enough time to obtain the required restorative rest as to ensure the driver is not fatigued.

    Says quite clearly PC to go home is allowed. Says under "not allowed": 7. Time spent traveling to a motor carrier’s terminal after loading or unloading from a shipper or a receiver.

    So you CAN go home on PC, but you can NOT go to the yard... What a stupid rule...
    I guess if you really wanted to test the law, you could go from a shipper/receiver to a truck stop and then "buy" something (just to make this totally legal) and use:
    6. Time spent transporting personal property while off-duty.
    So now you are "transporting your personal property" from the truck stop to the yard.
    Also, if your "yard" is in the same area as your house, under rule 2 above, you could PC to the house, and THEN under rule 2 go to the yard.

    (I dont have a yard, I park at my house so this isnt something that really concerns me)

    Exactly why they changed the HOS back in 04 from the old 8,10,15 rule. Because CVSA said it was hard to enforce. But yet motor coaches still operate under the old HOS rules.
    They didn’t like the fact you could stop your clock and split sleeper. The old rules were much more flexible.

    Many people, including those doing roadside inspections, believe that the CVSA is a government agency, but it's actually a non profit organization that allows O/O's and fleet owners to join.
