I'm not an Attorney OR an expert on State laws and regulations. I recently had a discussion with a cop friend of mine about speed limits. He said that if you see a speed limit of say 55 MPH that means you can drive 55 legally UNLESS road conditions dictate otherwise. He told me he can and has written speeding tickets for people driving too fast for conditions but under the posted speed limit under Virginia § 46.2-861 and these tickets will stand in the higher appellate courts. Think about this with regard to any attachment on a steering wheel that could catch on to clothing and cause an accident. I would be willing to bet some of the States have something codified as Washington State has that might make this illegal. Remember Washington state does not actually say spinner knob in that reg I posted. It simply said any attachment!

Everything I just wrote is why I stay out of discussions and debates about intrastate rules as they apply to CMVs. Some states have different rules and to be honest, trying to figure them all out makes me want to get drunk!

In many states they are ok if you have handycap plates, but like hand controls, only in that case.

I was indifferent on spinners until I went to Montana driving school. On a skid pad you quickly learn why they will hamper skid recovery.

I know I won't convince those of you who are fans of them, but it is problematic in slick conditions.

Because recovering from a slide, your hands are quickly overlapping each other for grab & turn, there is no time to find the spinner to recover it, the spinner instead blocks the hand grab.

Never to school for me to figger that one out tho, reckon it just old fart logic.

Hand over hand in a rapid fashion is required for skid recovery and spinners interfere with that when your monkey brain takes over during an emergency.

Hard to really explain unless you have been on a skid pad with a CMV.

With a skid car, where they have replaced the rear wheels with castors to simulate black ice, even a quick glance to the side to see if you missed some cones will make you hit those cones.

Anything that gets in the way will slow your availability to react in ways that are counter intuitive.

If the computer is in a proper holder designed for laptops some states may ok it. But a laptop sitting on a passenger seat I can see that being an issue immediately.
