    My friend has a bucket truck. 13,000 lbs. He travels interstate to do a special repair on buildings. I can't tell if he really needs one, as he doesn't haul anything, but the truck does go across state lines.

    Thanks for the link @LoneRanger , I was going to post it.

    I will also add some states have utility exemptions and reciprocating agreement with neighboring states he might want to see if it applies.

    Another option is call/stop at the local scale house (in pov, not a questionable truck) and ask. After all, it's most likely the person there that will be the one checking to make sure that the truck and paperwork is compliant.

    This is why I'm not sure he does.

    And engages in Trade, traffic, or transportation in the United States—

    Between a place in a State and a place outside of such State (including a place outside of the United States);
    Between two places in a State through another State or a place outside of the United States; or
    Between two places in a State as part of trade, traffic, or transportation originating or terminating outside the State or the United States.

    Yes, he would is a private motor carrier of property. He needs the US DOT number and a medically qualified driver for interstate operations. Driver and vehicle files along with all other recordkeeping requirements including hours of service via log book or ELD depening on how many days away from home base or outside the 150 air mile radius.

    He would not need an MC number since his tools and materials of trade (supplies used in completing the repairs) are his and not a commodity being transported for someone else.

    DOT numbers are applicable to almost anyone operating a commercial vehicle with a GVWR over 10,000 pounds engaging in interstate commerce. Electricians, plumbers, landscappers and much more are required to comply. The simple act of operating a commercial vehicle is in furtherance of commerce.

    Brian991219 nailed it; under 26,000# does not need an aportioned license plate or IFTA decal/fuel tax account.

    It is called a 'census' number an any commercial insurance broker will be familiar with filing the MCS90 [proof of insurance] with the DOT and the OP can apply on line [MCS150] for the number though most of the items on the application will not apply.

    Medical card is required over 10K. The friend probably already has his company name/logo on the truck and just needs to add DOT NO XXXXXX and go.

    Reasonable amounts of haz mat is allowed as 'materials of trade' so a torch set, flammable solvents, etc. are allowed, the FCMSA finally put this 'grey area' to rest with the materials of trade exemption to HM.

    I asked him about distance and how often. He probably would be ok without an ELD because I doubt he needs RODS more often than 8 times in 30 days.

    He uses a vehicle for trade that’s over 10k that’s enough to need one for interstate commerce.
