Today I had to wait at my turn point for 4 hours and I was prepared to use the 16 hr rule, but I made it with 40 mins to spare. But a question, as I watched the 14 hours on the ELD go down, I watched my driving hours go down, matching the decline of the14 hrs. I was always under the impression that even though a driver used the 16 hr. rule, he still has the 11 hrs of drive time. But according to what I saw my driving hours were to decline right along with the 14. Although, when I left the turning point and headed home, I had 6 1/2 to drive, but only 5 left in my 14. When I started up the road, I noticed the drive time left dropped to 5, right along with hours left in my 14. Hope I made myself clear.
So, have I been under the wrong impression over the years? Or could it be that either the ELD that we use does not recognize the 16 hr. rule or the company. I do not think that it is the company. When I got in, I had 40 mins on the 14 and 40 min on driving time left.

I use a 60 clock. If I am approaching my 14 but have only driven 10 when I certify my exception I will have 1 hour of drive time on my 16.
So yes, the 14 to 16 is flexible in adverse conditions, the 11 is not. However, if you haven't used your eleven in your 14 it will be added to your 16.

You are not wrong, it is just how your ELD is set to show it. When we used Qualcomm it always showed the real drive time left even if that was more than your shift time left. Now that we are using Samstupid if shows the way it did for you and won't show the actual drive time until I activate my 16.

Mine does that too. But when I invoke the 16-hour exception the drive clock changes to reflect my actual driving hours remaining.
