DOT absolutely thinks like this. The truck didn't teleport there by itself. Whatever happens to your load is your fault.
Strap broke? Should have used more, or edge protection, or a different securement method. Blew off in the wind? Don't take off the straps when you have extreme winds. Nothing is an accident.

Nonsense, that's why they call this an accident.
Stuff happens, I personally got into an accident, no citation of ticket given, things just happen sometimes.
