Bully dog stage 1 turbo question

Been running 171701 for few years now it's a really great turbo for 12.7. I decide to buy bully dog stage 1 since I tune my own trucks I got it to spool real quick it will hit 35+ psi minimal smoke. But I got used to being able to pull hills easy at 1400-1500 rpm with 1701 with low egt but this turbo seems to not like anything under 1600 rpms as anything under egt will start hitting 1000f post turbo. 171701 was insanely responsive I put down 576 and 1923 trq to the wheels. I am thinking I made a mistake in purchasing this turbo. Is this normal with these 171702 turbos? Seems like this is a bad fit turbo to run them lower rpms and 60mph cruising
