In Alaska we would chain up our garbage trucks in November and leave them chained up all winter, singles on 4 outside drives.Pewag chains, wear them down 1/3 of the way then flip them over. One set would last all winter. When freezing rain hit we would put at least one on a steer. This was all on flat ground,no mountains.
With triples it's best to have a bag of spare links and chain pliers to replace the links if you run chains a lot.

We carried these chain pliers in our trucks and equipment.

    Concerning this thread Title:
I've NEVER driven over Donner or ANY other Mountain in deep, dark Winter.
I NEVER Chained up ANY Vehicle.
I CARRIED a Full Set Of Chains on one truck until the Chains became a Solid Anchor.

As to Truck Drivers Not Chaining Up WHEN/WHERE REQUIRED or Just Because of COMMON SENSE, well, considering the SWELLING amount of emotional and mental incompetence, it glaringly appears to be an impotent concern and will just swell into the largest presentation of incompetence the U.S.A. has never yet felt.
Yeah, Yeah, Yeah, Cool, heh, heh, heh.
I'll bet you were as amused as the characters over the Auto Flushing Urinal in that Beavis and Butthead Road movie with the Bruce Willis and Demi Moore Characters Voices. For a Cartoon, her character was a bit stimulating, after a couple kochtails.

    Juvenile mind, 10-4.

The "youthful exuberant" contrivances are still present and sometimes useful to startle Ice Queens.:)
