171702 does okay on a 475-550hp C15,(have several guys running them) but add any more fuel and it gets pushed out of its map way to easy for my liking. 171701 is just plain to small for any C15.
177148 is a nice stock replacement turbo for the C15. or you can go non-wastegated with a 14969880000 (this is basically what the OP is running), and if the 1.32A/R turbine housing it comes with still causes exhaust temps to be high swap out the turbine housing on it to a 1.45A/R housing to open things up and it does really well.

Now as for what the OP came here for, with the 601 tune, 8502 injectors and a 78/1.32 turbo pushing 40psi right there at the top end of that turbo. and it could be that the turbo is just a to small to clean up all the fuel you have, since mind you running that file with those injectors is adding about 11-15% more fuel.

If you are happy with the power you have now and just want to get rid of the smoke a good 6nz 550 tune (again plus 11-15% with those injectors) should take care of the smoke and run right about the same power level but typically with better mpg.
