My brother in law just got one, it took 3 weeks but they will give you a temporary piece of paper to get into the ports. I can't remember what he paid but I know he had to go to Wayne,Mi to get it. I'm pretty sure he said that is the only place in Mi to get it.

If it's the same card that is used when you work on board a vessel (it's supposed to be like a international passport for marine work) from the U.S. Coast Gaurd ; around $1500.
You can get info from the Official U.S. Coast Gaurd website and they'll send you applications for the class but you will have to go to them. I'm in Virginia but i will have to go to Maryland.

If you get your hazmat first the cost of the TWIC is $105.50, without it $132.50, valid for 5 years. There are 11 centres in MI. -
OK then it can't be the same one as a merchant marine twic, i was going to work on a yacht and thats what i was told......sorry my bad.
