I Buy a truck un el paso TX... They gave me buyers tags for 60 days... Told that i can work like apportioned plates .. waiting for the financie bank to send me the paperwork to get My apportioned plates

I would say if a fee has been paid (for the plate) yes. Any vehicle driving on a public highway must be registered. The temp plate issued by the dealer might just be good for 3 days to get you home even if it says good for 90 days. If the dealer paid a fee to DMV, yes

I remember that any temporary useable under IRP had to list the aportioned states BUT that was BEFORE the adjustment where they started listing all 48 automatically so your mileage may vary.
Hunter's permits are issued by some states [like New Jersey] that are NOT allowed under IRP when you have surrendured the former carrier's IRP plates and are hunting for a new carrier and their IRP plates and usually only good for 30 days.
