So if I refuse a load due to a failed pretrip and then the company fixes the issues but then retaliates buy saying "we dont have much work right now." for weeks? What protections do we truckers have?

I only put a truck OOS for anything that a DOT officer can write a DOT violation for. If it can effect my CDL license, PSP, or MVR.
If I take it and later get a random DOT inspection and the officer gives me a DOT violation, many companies will write you up for not doing your pretrip inspection. (even though you in fact did do your pretrip)
Dont tell me "oh just make a inspection report on your ELD" many companies just pay lip service to fixing their trucks. If I take the truck I will be the one who has the DOT violation showing on his PSP. -

So your standards are higher than DOTS? Plenty of things that are violations that are not safety related or are not OOS violations. Even brand new equipment is not guaranteed to be 100% all the time.
This industry is a constant balancing act of moving freight, following the regs, and safety. The last two are not directly tied together.
