Hello! I work for a trucking company in the US, and we sponsor H2B drivers from Mexico and a few other countries. Our drivers from Mexico have been driving using their Federal Commercial Licenses from Mexico, however, we have been struggling to find an insurance company that covers them as they see them as a higher liability.
To my understanding, you must be a US resident or citizen to obtain your CDL, but I am looking out to see if anyone has had any luck obtaining their CDL using a Visa and what state it was in?

Didn't NAFTA specifically prohibit transfer of the Mexican & Canadian equivalent of US CDL to a US CDL?
If that is true, I think Mexican & Canadian commercial drivers could exchange their foreign CDL for a USA state passenger car driver license & then complete US CDL school to obtain a USA CDL.Bud A. Thanks this. -
