Attached is a picture of R-12 Valve that is installed on a 2006 International 9400i. The yellow is the supply from the air tank. The blacks are the lines to the ABS valves. The white is supply to air bags. The orange is the control from the foot valve.
This is a picture of a different truck, but the same set up. I have installed two of these valves on the truck and both are leaking out of the exhaust of the valve.
1) the park brake is not pushed in so there is no air to the chambers.
2) I disconnected the black lines, the white line, and the orange and still had air coming out of the exhaust.
3) I can hold my hand and stop the flow of air out of the exhaust and the service (no park brake) chambers will come out.
I figured that we just had a bad valve so replaced the first one and now the new one is leaking as well. I did check the pressure protection valve and made sure that it is not allowing air to come back from the air bags. Am I missing something or did the supplier get a bad batch of valves?

I worked on a 9400I that had repeated foot and suspension leveling valve problems. Took a new valve apart and found trash in it. Removed drain valves from air tanks and ran a pencil magnet it them. They were full of rust. Different tanks fixed my problem.

In this case I bet that BoxCarKidd is correct but wanted to point out a few things. I realize that you disconnected all the lines except the supply. I would not always assume as you say in #1 that there is no air to the chambers, check to make sure. There is also the spring brake valve, see pg 4 of the attachment.

The only line that was connected to the valve was the supply line. All other lines were disconnected and there was no reverse flow from any of those lines nor air flowing to the control line on top.Rideandrepair Thanks this.

I just sent a message to the owner and asked if he had the original valve. He also had to replace his foot valve the other day due to it leaking out of the exhaust. I might see if he has that as well and if so I will take them apart and see what I can find.

Check the diagram on page 4. If the service brake applied when holding your hand on the bottom of the valve then that should be the BP-R1 valve and not an R-12. R-12 controls the spring brake in a typical application.Rideandrepair Thanks this.

Customer said he installed a new pressure protection valve that is white in the picture and that took care of the issue. I am giving it a few days to see. Will post again if that did or did not take care of issue.
BoxCarKidd Thanks this. -
What picture? I still would have checked the air tanks with a borescope for rust.

There was a picture in my first post. I called him just now and it is still messing up. He is going to bring me the old valves to inspect.

This is what the inside of the original valve looked like.
