Still not real warm here. High 60's, low 70's, but not for long. Wind is still very cold. I'm riding my bike with my heavy carhart jersey on.

Short answer: "Because the FRA says so".
Norfolk Southern ran their power long hood forward until the Butler, Indiana crash in 1998 or 1999.
The NS train ran right into the side of a CSX train at the Butler crossing. The NTSB said the long hood forward obscured the conductor's view of the "Stop" signal.
They couldn't prove either one, or both, were napping, but......
Of course, running short hood forward puts the engineer on the left side of the cab, and it takes a few seconds longer for the engineer to see the signals.
Which doesn't seem like too big a deal, because the conductor, now in the right side of the cab, is supposed to call the signal out as soon as he sees it.
Which is a great system, as long as your conductor is not a moron. Or sleeping.....
