Sorry but I don't care for LOHSARQ whatever it is. I go by the FMCSR's and the CFR 49 parts 100 to 177. In CFR 49 § 171.8 Definitions and Abbreviations under Hazardous substance a material becomes a hazardous substance when it listed in appendix A or table §172.101 and one package exceeds the reportable quantity. And like you state the RQ is 100lbs. So it's highly unlikely that it's hazardous substance and is hazardous material. Which is real easy then.
There's two types of hydrofluoic acid. One with 60% or more and the other with less than 60%. All your class information, special provisions, and any info you're required to know is right there in table §172.101. Again if you check the required law you'll always be safe. It's good that the OP brought this to the group. -
You could say I have a moral and ethical dilemma to deal with. I cannot lie to the EPA, but I don't want to open a can of worms if he's not doing anything illegal. My boss is the kind of guy who will attempt to sue any employee who causes him to lose sales.
