The list of things that need to be done during "idle" time, will be a big help, but riding them to keep busy for the money you're paying them isn't micromanaging as much as it is managing them. There's a generational disconnect, that if they aren't doing the primary job they're there for, they are on their time. WRONG! This is what is your job to make sure they're worried about getting caught doing nothing, when there are spelled out things to do.
I worked in a restaurant early in life, and that kind of industry teaches you, that when things are slow, you have to do catch up work, while it's slow, so things run smooth. The owner, who was persistent in keeping his employees moving was more for the customers they could lose with lousy service than keeping them busy, although, that was the end result.
Your success with this programming you're thinking of implementing will only be as successful as the consequences you are willing to attach to the failure of maintaining the program. That's on you. Most people don't fear losing their job now, because they've understood that people are hard to find to work. I disagree. The problem is finding good people to work, and if you're going to institute a new level of their employment, get ready to have to deal appropriately.
Personally, I believe it's habits that parents are supposed to teach their offspring, to stay ahead of the game, by preparing and doing things before it's needed, so when needed, it is ready to go. Proactive, is the term, and maybe that's what you need to enforce. Catch them on their phones during work hours and not break hours, fine/dock them. But make sure you have that policy stated and signed by them that they understand it, up front. You see, you have to lead by example, and if you intend to teach them...you better be on the ball, too.

Was sitting in the diner and the waitresses were talking about some guy from Chile who was accidentally paid 330 times his salary. Apparently, the guy resigned and left town and disappeared without a trace.
If you got 330X annual salary in one lump sum, hitting the bank account, what would you do? -

Running some current through the wires, so far everything is pretty much working correctly other then a couple small bulbs…
