Not foam board exactly, those are prefab steel panels with foam cores, driver has absolutely 0 control over how they load it, also, driver must strap exactly where they tell you to.

Ok thanks, that looked like lumber. Even so, (and especially with foam board) the first bunks on the trailer get strapped down. Never just strap two or more bunks stacked on top of each other. Each stack level gets its own straps. And especially with foam, put the straps inline with the stickers so when they get senched down they're not bending and stressing the foam (or wood). Thats not the real world. If it happened more often, Driver turnover from being fired for refusing loads would be significantly higher than its already skyhigh rate.
Possibly but unlikely that would lead to better behaviour from shippers loading, or sslignificant increases to cost of hauling such materials.
But no, in the real world, the most hazardous worst loaded loads are always the cheapest paying and the companies that tend to pull them will fire a driver for refusing to haul it.
The irony is that thats not evem all that bad of a load yall are complaining about, its less tham ideal sure, but the "lean" is half from wind, and the other half is from the rear only, where they didnt (couldnt is possible but unlikely) center the top rearmost bundle.
Wind assessment is from when pic was posted + ohio turnpike, meaning thats likely a nucor panel load out of butler, in. They load much more solidly there than their other place in shelbyville, IN, which would be possible but a weird route to take imo

4x4 dunnage across the top both sides if doubled up.
Crank them straps...... For stuff where the bag weighs more than whats inside.
