That doesn’t eliminate or create a waiver for the entire regulation, this addressed inspections, but leaves out compliance with the general public and ability to read signage. This also means that the memo can be ignored by a state because of their regulation or law used for the original intent and sprit of the regulation.
my opinion is simple, this memo should be nullified and the regulation enforced to the point of losing the cdl. States also should he put on notice not to allow the tests in any other language but English.
I also know two shippers who will refuse to allow a driver who can not speak English on their property, one explained that last year a driver used an app at the guard shack, and the driver got really pissed when the guard refused to speak into it, thinking he was being recorded.Siinman and Gearjammin' Penguin Thank this. -
I lived in Arkansas for 33 years. They just say, “can you read this for me? I don’t have my glasses.” As far as speaking English they’ll be ok as long as it isn’t proper English.

I hate getting into this stuff and I dont want to get the thread shut down but when I was finger printing stuff to C- stores I had a couple customers that were pretty cool and talked about coming over and got their citizen ship, it was thousands of dollars and I bet a majority of the natural borns couldn’t pass the test to begin with, the argument is the immigration reform not the legal/illegal bitsSiinman, Feedman and blairandgretchen Thank this.

Meh, the test isn’t that hard, anyone who passes a high School Government class should pass it.
