So the govt creates a completely artificial market for a required product and doesnt have a real system/mechanism for quality control and standards, then is surprised when there are shady people in that market selling products that seem to meet the stated requirements but dont, what a shock, this is absolutely mind boggling, who could have ever forseen this?
