399.207 is what you're looking for.

". Any person entering or exiting the cab or accessing the rear portion of a high profile COE truck or truck-tractor shall be afforded sufficient steps and handholds, and/or deck plates to allow the user to have at least 3 limbs in contact with the truck or truck-tractor at any time."

If someone erroneously focuses on the COE part of the sentence, you can argue that the steps are part of the door - Cab doors or door parts used as an entrance or exit cannot be missing or broken and must be fully operable, 393.203.

And remember "A vehicle may not be driven unless the driver is satisfied that its parts and accessories are in good working order."

If Divot-For-Brains is still giving you grief, ask for a sit down with them, your manager, your manager's manager and a Safety Critter so they can explain how the steps being missing don't constitute a safety hazard. And please invite me with enough notice so I can make smores to enjoy watching Divot-For-Brains squirm.

Dumb question: what about simply entering and exiting through the passenger side?

What if you are in an accident and the passenger side is compromised? I would like to be able to exit quickly.

As a "move it service", it's fine. Beyond that it's illegal.

Most Volvo drivers I see use the passenger door exclusively anyways.

What if you’re in an accident in an RV and have to get up out of your seat and walk back to the only door to get out?

I've never been in an rv so I couldn't tell you. But I would think I could knock out a window.

The lack of a step won’t be the issue. The uncovered batteries will. They need to be covered per regs.
