399.207 is what you're looking for.
". Any person entering or exiting the cab or accessing the rear portion of a high profile COE truck or truck-tractor shall be afforded sufficient steps and handholds, and/or deck plates to allow the user to have at least 3 limbs in contact with the truck or truck-tractor at any time."
If someone erroneously focuses on the COE part of the sentence, you can argue that the steps are part of the door - Cab doors or door parts used as an entrance or exit cannot be missing or broken and must be fully operable, 393.203.
And remember "A vehicle may not be driven unless the driver is satisfied that its parts and accessories are in good working order."
If Divot-For-Brains is still giving you grief, ask for a sit down with them, your manager, your manager's manager and a Safety Critter so they can explain how the steps being missing don't constitute a safety hazard. I've never been in an rv so I couldn't tell you. But I would think I could knock out a window.

The lack of a step won’t be the issue. The uncovered batteries will. They need to be covered per regs.
