Actually some sniffer dogs can be trained to do exactly that, at some major airports and other border crossings CBP have special dogs that do just that to stop suspected money laundering, the key is to carry less than $10 000 in cash as technically it does not have to be declared. But yeah I get what your saying if a truck with lots of boxes and stuff it would be kind of hard for a dog to sniff out that, my money is on the tip off also.
